Bolivian here. Pretty good reporting, mostly accurate, but one thing sticks out like a sore thumb. No extraordinary powers have been granted, asked for, or even mentioned, at all. If that was the intention or not, we'll probably never know, because the backlash was been harsh. Actually, no president has declared a state of emergency in Bolivia since 2003.
I would guess that what actually happened is that the government knew (or thought) that one of the CIA coups typical for the entire region was in preparation and tricked the military into starting it early under circumstances controlled by the government, making it ineffective. Tricks like that are probably the only way that Latin American governments that are not neoliberal and not subservient to the US can survive for more than a few years. (I wouldn't be surprised to learn that that was also the explanation for the strange coup attempt in Turkey in 2016.)

That came across as not such a good look when the King Juan Carlos went on televions and ordered all military units to stand down and denounced the coup. And that was the end of it. So they go for the Hail Mary approach, where they hope that once the pieces are in movement people will buy the bluff. Even join the plotters as the events unfold, creating on the spot the support that was lacking. It is not the best way to pull of a coup... you know, based on a bluff that might not work. But I guess that when it actually works, no one finds out about it. And when it fails, it is impossible to believe someone would be so dumb. It's not a particularly popular theory but there are those in Spain that do think that King Juan Carlos set up the 81 coup to gain popularity. I mean, it is a theory. But the guy was already pretty popular because of that whole thing where he had already been handed absolute power and refused it. He didn't have to do that twice to get popular.

The only South American country that never has actual or near military coups is Costa Rica as they realised many years ago that the risk of a military coup fomented by the CIA was much higher than the risk of being invaded by a neighbour. So they got rid of their army in the 1940’s.

Ive been complaining about the peaks and boomyness, and weird mismatched volumes during transitions off and on for a while with an editor or two i wont name. Now, can you learn how to use the compressor? This is actually worse. After every pause there's a volume clash. Lots and lots of sibilance as well in this one. At low volume on good equipment (quality tweeters) with the AC going you cant even understand Simon, you have to turn the system loud enough for the sibilance to become annoying. Sounded ok on headphones and good on TV speakers. but nothing else. I like to use my system with these vids because of the quality of the transition samples and stuff. But sometimes, its just terrible and i have to use the TV speakers.

Little detail about 1:30 , the "Casa Grande del Pueblo" is only recently the government seat. It stands next to the previous seat, the Quemado Palace, and media news outlets did mention it as a mere administrative annex to the Quemado. The Quemado was used as seat of government since 1853 until 2018, and a year later, following the resignation of Evo Morales, it was rienstated as seat of governemnt until Luis Arce returned to the Casa Grande in 2020.
