    HOLD FOR RELEASE FOLLOWUP. To follow up/clarify Clearance Delivery's explanation, as most pilot's know, uncontrolled airports are "one in - one out" meaning once a departure clearance has been given, that shuts down the airport to all additional IFR traffic (arrivals and departures). A HFR is a quick and easy method for controllers to issue you your clearance and then press PAUSE so we don't lock up the airport to additional traffic. It also allows the pilot time to enter everything into their FMS, do last minute checks, taxi to the end of the runway, etc. Once you're ready to go and no additional IFR traffic is in conflict, all ATC has to do is release you and you're on your way. Every controller has been burned at uncontrolled fields once or twice where a pilot will be "looking for their IFR clearance and ready in a few minutes" and then isn't actually ready for another 15-20 minutes (an eternity in ATC world). Maybe it's because they're used to getting their IFR from a tower (clearance delivery position) in which there is no "one in-one out" but in most cases, a HFR is an easy way for everyone to get the information they need and get on their way as soon as they're ready without holding up the airport.
