This game is one of Konami's last side-scrolling Beat 'em up games to appear in the arcades along Violent Storm. The game mechanics are similar to those of Konami's earlier arcade hits, the animated series, and popular toy line Teenage Mutant Ninja Turtles, Crime Fighters, and the comic book superhero team, X-Men, and runs on the same hardware as their ninja-themed game, Mystic Warriors.
Graphics, animations, and gameplay are so very close to the 8 player x-men arcade game. I wouldn't be surprised if it was made by the same development team.

You're right. Both of them are made by Konami.
They actually reused the same Game Engine from X-men, hence why the mechanics are very similar.

I love this beat em up more than most of the others. Streets of Rage, Captain Commando and Vendetta are the only other 3 I prefer over this one.
