Staff LT. goes out of his way on patrol (not his duty assignment) to stop and harass a father walking with his daughter (no crime suspected.) Delivers a stop and frisk without cause. Detains a grooming instrument and threatens the father with it. Solicits a cash payment. This guy is flying every red flag for poor police behavior imaginable. I've only ever encountered police this bad on a Hollywood set.
