but Giuliani himself said that Cohen was reimbursed
He said that because if it was not reimbursed Trump is guilty of a campaign finance law violation - an 'in-kind' campaign contribution.

MEGYN... A retainer is not a slush fund. A retainer is for work done by the attorney (a Payment for the Attorney), A retainer would pay for things like the attorney's time. A retainer is not to pay off someone (a hush fund).

Reimbursement happens after a payment. Acknowledgement of a reimbursement does not mean a knowledge of the payment. A retainer is not a reimbursement its a payment for continuing services rendered
