I've always wondered if they were dramatizing this. The culture is so different, these situations I'd never see IRL. I'm from the Netherlands and while we can be loud when others are loud, we tend to be quiet when others are quiet and adjust the volume to not get too noticed. And if one definitely was suddenly much louder, we wouldn't show it unless it really really hurt our ears. There is this kinda taboo on calling too much attention to yourself. Both in annoying others and in letting people know you are bothered. It's fading though and a lot of people aren't raised anymore, but most people don't wanna be viewed as a drama queen or crybaby. So loud phonecalls in public places like train cabins are common now. But still it's not common someone tells them to shush. I'm relieved when finally someone does it, but never dare myself.
