Is the xilinx SDK avalaible for free for some FPGA ? Cause FPGA prices are now less expansive and it's easier for the community to access it but, I've no idea about which SDK I could use for free !?

Southern California Herper FPGAs are perfect for designing a CPU architecture. You can also run the VHDL code on a PC if you don't want to buy a FPGA board or you could design it in a graphical logic simulator like logisim.
