Is there the concept of a "State" in Islam?

Not a “nation-state” in the modern sense. Wael Hallaq’s The Impossible State highlights this.

    Please refer to Al Quran
Chapter 2, Al Baqarah, Verse 129
    And
    Chapter 62, Al Jum'ah, Verse 2.

Anyone invoking man's"natural state" clearly have not read of socrates' adventures. Please read Plato before speaking of ethics.

Doc ! You opened new dimensions for study n research... of course, your every sentence is backed by books and deep comparative knowledge... and will be a pleasure to listen all your presentations not only ourselves but also make our near ones to get benefit....
Unluckily, it is a short of your presentation as one can find cuts in-between.. thats why we may have missed many important things..
But just for my knowledge & clearance, don't you feel that we missed IJTEHAD (اجتحاد) and MASHWARA (مشورہ) by the calips with prominent/capables/learned/trible leaders etc somewhere in your presentation ???
    At present, we feel that
    1. Those mashwara members are refined as MNAs, MPAs and cabinet.
    2. Their decisions and new rules introduced through IJTEHAD & MASHWARA were declared laws by khalifa, which got upgraded as a constitution & main pillars of constitutions..
    3. And minor/major changes according to the new situation had to be done by the upcoming Caliphs through mashwara & Ijtehhad to make it a continuous process for improvement.
I am sure you must have covered it too but we missed.
Waiting for your views and corrections please ?❤
