For a more flat color.. use oxide pigments. Mica pigments are always shimmery because they use it for cosmetics... use oxide pigments so you don’t have to use much pigment to mix with it... also use a pinch of black pigment to make colors darker and use a pinch of white pigment to lighten the color

Use a fine shifter helps but this isn't chalk with chalk should always use shifter.
Get a motar and pestle to mix your pigments. It helps to mix better
