Somehow a westerner have the urge to tell Asian what to do but the Chinese know what they are doing? As long as westerners do not incite hatred and misinformation this is considered progress to the Chinese.

Taking professional photos in the old quarters of Lhasa is a big business for locals, and it's one of the main attractions for those who want to experience that, regardless of which ethnic group they're part of. I don't think tourists were blocking the way or going in the opposite direction intentionally or maliciously. I knew I had to walk clockwise because I made the mistake at a Buddhist temple in Beijing and a nice lady praying there corrected me. A bit of tolerance goes a long way, I've found.
