I want to add 2 points here : 1. During initial steaming of column, Column PSV bypass should be closed after few hours so that Column Ovehead ckt could be flushed as after initial blinding Column overhead can not be flushed. 2. During initial blinding of Column, Reboiler should not be blind. Final steaming should be done with reboiler as there is U-loop in reboilers it makes Reboiler flushing difficult. While overhead condenser are free draining.

Bro I think the heat removal load of cooler will decrease as because since you are giving more reflux top vapor pressure(or drawing rate of reflux to condenser) will tend to decrease more.
