Even if the actor truman decides to stay the truman show would still fail for 2 reasons:
      1. Truman already knows everything is a lie and he wont be able to live the project the same way ever again.
      2. Every audience watching wants him to leave the set.

There's a moment just before this scene that I love: When Ed Harris' character orders the crew controlling the weather to make it even more life-threatening, Paul Giamatti protests that it will kill him. Ed Harris - an intense character played by an even more intense actor - loudly demands that they do it. Paul Giamatti simply shakes his head and declares "No". It's such a small, simple little moment but I found it so perfect, so naturally performed. This whole movie is full of little moments like that.

I relate to this movie so much. Truman spends his life believing in a false narrative of life until he starts to question. This was me with my life in Mormonism. It took 43 years before discovering that the faith I was raised in was built on a mountain of lies. At the end of this movie they were doing all they could to make Truman stay and maintain his false perception of life. When I was questioning Mormonism they tried desperately to keep me where I was and told me not to question. Just like in the movie I opened the door to a new world and walked out. I had raised my children in Mormonism and I only wish I had left before they were grown.

People are sad for Truman but at least he got out. The show still has a lot of budget to start a new cycle with a replacement for Truman (a baby who may be named the same) and continue with it. And that one would have even less chances of getting out since they would have learned from their mistakes and have the extras dispatched more efficiently and act better, along with making all the inconvenience stopping a getaway feel more real....

Even then, it wouldn't stop if enough money was invested in it. People now are crying out against a multitude of extremely exploitative actions, it makes no difference. Workers are still mistreated by huge Corporations, the environment we live in is being destroyed as we speak, and millions lose their lives to pointless conflict that is largely supported by the minority.
Public outcry/outrage also doesn't matter as much as you might think, because there would still be people who would watch the show regardless of ethical concerns (I mean, surely this cross their minds while watching him grow up), and the shareholders of the show likely had crazy sway with government due to its popularity.
Also, they could just bury Truman's story if need be. It wouldn't be the first time a situation that SHOULD be a high-profile story was prevented from getting to the public.
Injustice still exists because it is easy to cry out, but it is hard to actually do something to change the situation.

He knows there is so much beyond the door but he doesn’t truly comprehend what he has missed out on. I seriously cannot understand what the director was thinking by trying to keep Truman in the show. All the viewers would know that Truman knows the truth and Truman himself would know. That takes away the reality from Truman’s life that the show thrives on. Such a deep, impactful film.
