I read the comments here. Cannot agree. I am from Germany, I raced speedway from age 11. Penhall was exactly in my time. My fav driver, I cried when he lost in Gothenburg in 1980. My father was a die hard Speedway fan, he attended 1982 in the L.A. Coliseum. In my humble opinion, they were equal. Of course Penhall has 2 WCs against the zero by Carter, but in my opinion Carter had more basic Speed and was more fear- and ruthless. He was a very bad starter (as you can see in this race) and, quite honestly, had a lot of bad luck. He had a lot of injuries and Refs decisions went often against him, when there was no clear decision to be made. Just take L.A.: Only in a 2nd video, which came out much later, you could see, that they actually didn’t touch. Kittlesen could have NEVER seen that from his booth. He just had to make a decision, and of course it went against Carter.. He was one best drivers ever to ride a Speedway Bike.. Just like Penhall.
I grew up with Bruce. My dad had a beach house in Balboa Beach, and my sister and her husband had a 4 racer Division 1 Race team, modeled after the British League racing scene. I raced MX and desert, not speedway. But Billy Hamill grew up in my town, and my brother made it to D2 California Champion. We all hung out at the Costa Mesa track. We were a bunch of badasses. We raced hard, and WE were the intimidator. NOT the intimidated. I was at Wembley for the Worlds, and Los Angeles for the second go round for Carter and Penhall. See what I mean about what I said? Nice try, Kenny.

Yeah Kenny was a great rider but just couldn't get there.
He was a bad starter. It's half the battle in speedway. Bruce Penhall was a great starter.
