Displacer Kitten works exceptionally well with her. With the amount of spells you'll be exiling, you're bound to exile a couple of instants and sorceries. The best part about this situation is that the "Once per turn" applies only to the current instance of the card. When you flicker her, you can cast another spell from exile.
Just wanted to point out that when you copy a flicker spell that is targeting Evelyn, the original flicker will lose it's target if you don't target something else with the copy
The suggested card powel and budget is so weird. It's so strange to see a card like Negate being in a deck with Mana Drain. There's a number of Counterspells between those two. What about normal Counterspell? Jeweled Lotus is included too which seems off for the power level of the deck.

I'd check out Black Market Connections. Paying life for mana, cards and vampires every turn works great if you are trying to gain life in the deck.
