My feeling is like they put so many characters in they didn't have any room for a soundtrack.
Otherwise... imagine how awesome it would have been - to have a theme for each of the 1237834 characters...

Who didn't love using Jin's throw to drag your opponent across the screen? I know I loved doing it.
For me: Jin, Captain Commando, or Strider.
Jin's downfall was lack of range. Edit: but he hit like an army of buses.

Captain Commando is extremely powerful... the problem lies with his nonexistent punch resistance... all you need are two good hits and he's finished! True feast or famine fighter.
