Nowhere near the king of tenors,gigli,kraus,gedda,bergonzi,corelli,del monaco,tucker,bjoerling,and countless others were all better tenors,that said domingo was very good,nice tone of voice,but better than the handful above i dont think so

Hallo, his voice was more baryton then tenor, of course very nice to have, singing more roles then anyone. But as a pure tenor voice, he is miles away from Björling, who had the most perfectly placed tenor voice ever!
