In my opinion the Judiciary plays a big role in encouraging such crimes.
Criminals roam around freely or get nabbed and then released later without any significant punishments. Remember in Nirbhaya's case, justice came after 7 long years for a case of rape and murder!
The laws should have been something which could make the criminals think multiple times before committing such heinous crimes, like what would happen to them if they are caught, but it's the opposite. They already know that nothing's gonna happen and they would be freed no long after.
Needless to say, there are other causes also, but according to me, this one's the biggest among all.

I am giving my opinion on role of the family in tackling the crime against woman:-
In conservative families, first girls aren't encouraged to play and prepare themselves for self defense. Then, when something happens family says, "Chup, sssh, kisiko batana maat. " As if the girl is at fault.
Role of boys family is more important.

I think now this is the time when government has to modify the judiciary system. The punishment which is given to corrupt officers in the Gabbar movie, the same punishment should be given to these heinous criminals. Also there is need of adding moral values subjects in education at every level of studies.
