John ordered VC321xb47 to be released in crowded areas using darts. The PFC was successful, but something went wrong. The virus was highly unstable and began to mutate. People started to live and slowly began to go insane and become bloodthirsty monsters from the virus. The PFC was shocked at this outcome and a rebellion led by infected, who were soon called Cranks, attacked the headquarters, but a Berg (a helicopter plane hybrid) arrived and sent a little girl named DeeDee who was Immune to the virus, which started to become known as the Flare, through a Flat Trans (a portal) to the PFC main base in Alaska before the Berg crashed into the building, killing off everyone, including the infected rebels. If the developer set it to 0 to simulate the idea that the Flare could never win, then its their attempt at telling the story of the Flare from the perspective of a detached God just watching the progress of the disease, which is interesting to be fair.
I think the reason there is no land transmission is because of laws that you learn in the third book if I remember correctly and basically, no one can enter a city without being confirmed flare free

I had the issue of one country just not getting infected all the time for the fungus. Infectivity was pretty high and every country in the world except for one in Africa was infected. I wasted loads of DNS points on spore explosions and further infective symptoms but that one African country that was entirely surrounded by fully infected countries just didn't get infected. I could try what I want the game refused. The result was that I was out of DNS points but even if I would have had plenty of DNS points left I couldn't have just cranked up lethality because then everyone except for the people in that one country would die and I'd lose anyway. And this happened to me multiple times, always with different countries. Greenland was there as well. Cold resistance all the way up, transmission via air and water all the way up, coughing, sneezing etc. but during the entire game, not one fucking ship had an infected person on it. Even when everyone in a country was infected - the boats departing from those countries were only filled with healthy people. In the end, I just refunded the game and haven't bothered to play it since.

He doesn't have all the simian and vampire traits. You gotta repeatedly beat those scenarios vanilla to get all, it's really not worth it, I did it just so I could have them for custom scenarios just in case and my god was it BOOOOOOORING, and useless too!
