I successfully did the mystery gift victini close to 2 years ago. It's a legal distribution so even though it's a pain you can transport it to bank and then home.
The victini thing 100% works, since my brothers favorite Pokémon is victini and I wanted to get him one with the box legends sig moves, I tested it out since the only way to get that special victini is through the dns glitch. It’ll take SEVERAL tries, but you get so many other cool mons like shiny sinnoh legends, shiny pusedos, and several other mythicals, and obviously the Liberty pass
It does work. Even for gen 4 games as well. You may need an older laptop or phone that can be used as a hotspot(like an older Mac) so you can actually change the Wi-Fi type to one that was used back when the games were originally out(I think it's wpa2 but that might be wrong)

Btw if the method about obtainig Victini is the same one as Jrose talks about, I can sure you it works. I got al the event Mons from gen 4 and 5 because of that. Even Shiny hunt the ones in gen 4 that were able to, like Darkrai

I don't know about events, but I know about changing the Wi-Fi settings to connect to certain sites and getting whatever Pokémon you'd like! I think that may have included events, too. But just for fun, I got a Bulbasaur with Judgement, Spacial Rend, Roar of Time and...Zekrom's signature move (I forget). Obviously not legitimate, but it was funny! That being said, it was a great way to get those Pokémon that I couldn't as a kid because I didn't have a way to trade for ones like Electivire or Magmortar!
I find it weird you don't allow trade evos to be used. (at least for SWSH/BDSP when you can connect online). Older games like the original DPPt I can understand if you only have 1 game)
Yeah, I did the mystery gift thing a while ago. It works. The thing about a legit copy is a lie. I did it on my downloaded rom on my DS a couple years ago for Pokémon White and Black. This mystery gift trick also works for Heart Gold and Soul Silver.
opinion: post gen 3, Gallade is better than Gardevoir. sure theres the stone evolution but id value the physical AND special attack. you get the physical power AND the phychic type power of psycho cut by level up and zen headbutt through TM. above all, while Gallade trades special attack for physical attack, Gallade still gets the beloved thunderbolt

I got Victini like 2-3 years ago through this method. It does work. There are many other event-pokemon you can get this way.

You can get a victini from livery gardens in Black and White, but not black 2 and white 2, though you can still get an event distributed Victini
