So, PB scholarship is for one year, right? I saw on the official website that students must apply again for every subsequent year. Students might need to get tuition fees waiver from their universities.

Although they said PB is partial scholarship and support for one year, the budget they provide is enough to study in Thailand. and you can report after one year and they support you for the rest of the years if your GPA are higher

Can i apply PB if only I've got acceptance letter of university? OR can i apply PB scholarship first and then apply the university ?

Both situations are fine. In my perspective, it is better if you can get acceptance letter first before you apply scholarship so that you can fill AL in your application form
