I've always figured they were on Gallifrey as the doctor does say he is on his home planet, he just doesn't mention it by name. Episodes 1 and 4 are the missing one from The Invasion. Glad to hear you enjoyed this edit of the War Games!
The issue with the War Chief being the master in Terror of the Autons the Doctor would of referenced the War Games which he does not and is very dismissive of the Master.
