A whoopie pie is less like a cookie and more like a cake textured cookie. So like imagine taking cake/cupcake batter and only making a little disk out of it instead of filling it all the way. And then the cream in middle is a whipped flavor cream but more like a whipped marshmellow texture, not like icing or whipped cream.
Imagine its like a sandwich version of those hostess cupcakes
