From personal experience anything in india, which requires is physical appearance, specially government work is a money making business by government employees.

No no, you need to always mention your current address! So you can mention your current address and carry the proofs

Any valid visas on your old passport is still valid. You can still use them by carrying your old passport along with your new one.
