You can but in different routines. Like use Vit C in your morning routine and retinol during the night. But if you're a beginner then start with one active at a time and let your skin get used to it. Otherwise it may compromise your skin barrier and therefore lead to breakouts and even increase your pigmentation. Don't forget to apply and reapply your sunscreen during the day!! Very important!

For serum you can go for Minimalist 2% Salicylic acid but just remember firstbuse the serum once weekly and slowly build it up. It will definitely remove your bumps which did to me.

try adapalene gel 0.1% I had the same issue and whenever i get any small bumps or too much texture, I use that. It honestly works like magic, use pea sized amount on the affected area and let it stay overnight
