Sprite looks amazing
The background is well made
The attacks are seemingly well programmed and are mostly fitting (the usage of gaster blasters and lightning strikes struck me as odd considering Chara doesn't have access to monster magic but otherwise it's fine.)
The only issue there really is is that it's rather clear the person behind the dialogue's first language was not English.
Quick edit: While the attacks still strike me as odd, Chara CAN cast magic. They were born a hybrid, or a devil, meaning they can cast magic while being human. However, it is still odd that Chara has blasters considering their suggested history and that only Asriel in his god of hyperdeath form uses lightning, meaning chara would have to either be born powerful or have the power of 7 souls. At least with Gaster Blasters they're guessed to be lab experiments and it's implied Paps has one, meaning they can be obtained, but Asriel's lightning is just... odd
the idea I would guess is Chara is using determination and hate to use the magic of those you have or are gonna she is the last stand.

I remember before the Knives take max hp, that mechanism kinda fits Chara more because determination (in this case HP) gets destroyed by determination, shame they removed it
The new sprites kinda look wierd as well, I know there is a lot of detail and work in the new version sprites but it is an entirely different style than the original.

Pros: The new attacks, sprites are hd looking, and everything in this battle is really good.
Cons: The music isn't even devilovania, it's some other one, if the creator update it again, then atleast add devilovania to match the fight.
Edit: ok, the song i found is autophobia & daemophobia, which is charas new theme in 2019-Onward, sorry for the mistake
the name of the original song wasn't even devilovania. prior to the game, it had two names. it's my last strike back and insanction. it was only ever referred to as devilovania as that was the name of the game. I know this is going to be an unpopular opinion, but I find the two new themes to be better than devilovania, and this is coming from a guy who's had devilovania as their ringtone for I don['t even remember how long.

in my opinion, devilovania loses its appeal after the first few loops, and one thing about undertale, and it's AU's, themes are that they have a knack to NEVER get old, no matter how much we play them. autophobia and daemaphobia, phase 1 and phase 2 themes respectively, have that charm, which devilovania just couldn't quite obtain. don't get me wrong, i LOVE devilovania, but i do believe that the change of music was a great idea, and i understand you don't feel this way, but ya gotta understand that this was a project made by other people, with THEIR own visions for the fangame.

Why does chara have so much xp, no death happened before the player
Because she killed gaster, the first king, in self defense and absorbed his soul, so she technically has a human and a monster soul.
That does make sense but she still has a thousand hp which is more than someone with love 200 I don't think it would give such hp, and, besides, she has 1 atk and 1 def

1: she absorbed gaster's soul, the effect in a monster is that they get stronger (attack and defense) but their love doesn't increase.
But as we have never seen what happens when a human absorbs a monsters soul it might only raise hp.
2. Attack registers the magical attack. Or how much their magic stat is. All the monsters in the underground use magical based attacks, except one, asgore. Asgore is the only monster who attacks, and does damage, by physically striking you with a weapon.
But humans have practically no magic, though there were wizards in the past, they were betrayed by the rest of humanity, therefore with every magic user dead, there is no one too teach magic to humans.
But in terms of physical attack, Chara can do 99999999999999999999999999999999999999.... it keeps going but you get the *point*lol
So physically, Chara can do a tremendous amount of damage, with her weapon, but practically nothing with magic.
As for the hp/LV well you forgot about "scaling"
Scaling make your stats makes it so the higher your LV the more you have to work to get to the next.
A game will reward you by scaling your stat gain as well.
For example, at level 2, the player's hp is 24, but at level 20 it's 99
At LV 19 it's 92.
LV 1 to LV 2 is +4hp but LV 19 to 20 is +7hp
Meaning that at LV 100 (The max level in most games) the player might have 999hp simply do to scaling.
