For the price, one could overlook the pulsing mode and use the others I guess. I would. Nice video output and 90 fps should be good for most mild slow motion activity.
I tried it on 4K today and it has a different problem. The video "stutters" is the best way I can describe it. It is jerky, like it records a few frames, has a rest and carries on. Like it can't quite keep up with itself. I could try a different SD card again but I don't think that is the issue.
The 30fps is definitely pulsing. I thought it was the memory card, then after I watched the video I read the description and you had tried changing it. 90 and 60 fps seem fine. As the other comment said, just use it in the other setting. Now, you got me very curious about that device sitting against your red box. The black and white thing with the two axels sticking out. Also looks like it has a speaker at the other end and the two axels have a covering that looks like a belt drive. I paused the video and looked at it for a long time. Couldn't figure out what it was. Looks like it came off something else. 😁👍 Update on the strange device. I asked my Son to look at it and I think he got it immediately. he said it was a battery charger and the pins sticking out are the parts that go into the wall?
It could still be the memory card, but I have changed it. I may have to buy a different memory card to check. I did have one die a while back so I am one short at the moment. I did a test yesterday at 4K and have a different issue with the video "stuttering" like it films a bit and then has to wait to clear it's cache, so that could be a slow memory card. But that seems to be a different issue.
Your son nailed it. Yes a battery charger. I have quite a few of that design. Does 4 AAs or a couple of 9v batteries. My previous camera would run happily of 4 AA NiMhs but it also ate them quite quickly so I would probably have a dozen in my bag when I went out filming. Nothing I have now uses those AA NiMhs - oh hang on, my wireless mouse uses one and I probably have three or four of dozen batteries at least - just remembered I use them in an 8 pack in a couple of my RC boats, but they haven't been in the water this year,
The Sound quality isnt up to par if you were recording the Sound with that camera but 4k for what it is its an alright camera. Dji cameras and the New Mini 2 drone can also do 4k but that not really compareable i think.
In this video I am not recording at 4K. Playing with the FOV settings I found that at 1080P 30FPS I get a problem with the screen "pulsing" I can't think of another way to describe it. It is OK at 170 FOV, but at 140, 110, and 70 we get the pulsing. If I change to 1080P at 60FPS the problem disappears. I will have to check the other resolutions as I don't want to have any nasty surprises after a day of filming.
FOV is relative. Can you do a comparison of your other (smartphones) cameras on 1080p (HDR) please? Notice that the standard video setting of most smartphones is much lower than possible and not HDR.
This video is focussed on the issues with this action camera. It is not related to my smart phone so any comparison would be irrelevant to the issue. The fact I noticed the issue seems to be related to the FOV was by chance, not by any careful analysis. Here I am simply showing that the issue does not appear when the FOV is left at the default of 170, I am really not interested what the actual FOV happens to capture. In a later video I have found an issue when recording with the 4K resolution. So far this camera appears to be a piece of junk, but there is always the possibility I have been unlucky and received a faulty product.
Yes I went for the "mid range" of cheap, in the hope it might be better than the worst of the bunch. Unfortunately I have bought quite a few over the years that have been junk.

Most action cams are fixed focused; never or always out of focus, very small aperture. The limping of the footage is a software problem.
