My cat makes the same noises as Bambu when he looks out the window. What it is, is hes "measuring" and trying to get his mouth to adjust to the size of whatever hes about to catch.
My cat does the exact same thing with her mouth when we put her laser pointer on the ceiling! Also, if there is a mirror or phone making light reflections on the ceiling, she does that. Whenever something is out of her reach, she makes the sound. So weird but it's hilarious.
