If you start finding double battles, it means it is working, pls note that it only increase the chance of finding legendaries, not guaranteed. For example, if we do the odds to find a legendary of 1/1000, the legendary lure will increase it to 1/700, for that number of encounters you still need to use a great amount of lures to keep that odds, since you get like 20-25 encounters per lure.
