Everest region you need national park permit and pasang sherpa trekking permit, both available as you leave lukla. No tims card required, it has been replaced by pasang sherpa permit. No guide required.
Isn't the Everest Base Camp Trekk still possible without a guide ? I saw multiple articles saying that the municipality under whose jurisdiction the Everest region falls decided not to comply with the decision from The Nepal Tourism Board, and that solo trekking would still be allowed in the Everest area. Yes, I have a more up-to-date video that went into this, but the short answer is yes, trekking w/o a guide is still possible in Solukhumbu.

According to the rules, no. On the ground it seems that the rules are not being enforced, so independent trekkers go at their own risk.
If I wanna trek from Kathmandu to Rara lake, will I need a permit if I avoid the other national parks on the way?
It would seem not, but I haven't checked up on this subject in a while. If the information in this video is still current, the answer would be yes.
