You can complete an MCS-150 through the FMCSA portal: li-public.fmcsa.dot.gov/LIVIEW/PKG_REGISTRATION.prc_option or you can call the FMCSA and I think they will help make the edit for you.

After it goes active. Which is after the initial 21 day waiting period assuming you have completed insurance and BOC-3 by then.

You can go ahead and update your FMCSA authority to show a second driver. Then add your wife as a driver on the insurance policy.

Yes, but it will be broken over your billing. not a second down payment.

Yes, they file it the same way they would if your limit was 750,000 or 1,000,000.
