I've worked on many bridges - not this specific type - but I know the basics about them. They use a Geosynthetic Reinforced Soil (GRS) construction method that makes it less expensive and faster to construct. The shifting panels have little to do with the structural strength and are more cosmetic than anything else. In non-technical terms, behind the panels are essentially metal cages stacked on top of each other that contain the roadbed fill material. There has obviously been some movement in these soils which moved the panels. Guessing by the campfire residue on the abutment there are likely people that frequent the area, and the limestone blocks were perhaps placed to protect them should a panel dislodge from the wall. I'm surprised that this method was used on a bridge of this size and traffic volume. But I'm sure the volumes were a different story 30 years ago, funding was tougher to come by, and more has been learned about this method since.

My first thought is that it’s too bad there isn’t some way of getting money for “infrastructure”….. oh…wait….. I remember now…only 10% of the $1.3 TRILLION dollar “infrastructure bill” actually went to “infrastructure”. Makes sense now….🙄

Considering the history of failed bridges why does it take 3 plus years to figure out what needs to be done? 15 million? there are federal monies available for things like this rather than the many millions that would be needed to pay foe people being killed if the bridge failed. Sometimes these engineers make me wonder.

How do the stacked blocks prevent the shifting - what is the mechanism, just their bulk leaning inwards?
