Respectfully, I have to disagree with your point about keeping the tank full or not. Keeping the tank full reduces the airspace, reducing the amount of moist outside air that can condense water into your fuel. While you are dealing with a larger volume of fuel to maintain, and potentially go bad, maintaining a mostly empty tank will guarantee water intrusion from humidity in the airspace condensing. The bacteria that grow in diesel, grow on the diesel water interface. With low sulfur diesel, you are almost always going to guarantee that you're going to grow bacteria. I advocate for using stabilizer and biocide. If your fuel has been sitting for an extended period of time, I would recommend that you either have it "polished" (filtered) or build your own polishing system from a fuel transfer pump and several filters. Run the fuel through the system with 30 micron filters. If they plug up replace them until you can run it clean. Then run it through 10 micron filters until it's clean. I use a 30 micron filter immediately after the transfer pump discharge followed by a 10 micron filter. When the 30 micron filters plug up I replace them until it will run cleanly, then I'm filtering the fuel at 10 microns until it flows cleanly and won't plug the filters. With enough flow, you will stir the bottom sediment into the fuel and pull it through the filters. A 15gpm transfer pump will filter all the fuel in a 90 gallon tank every 4 minutes in theory Let it run for several hours at a time for several days. Good luck, diesel is expensive!
