      Rotational symmetry basically means that you can rotate the paper with your pencil in the middle of the figure for a certain amount of degrees(less than 360) and get the same shape. Think of an addition sign, if you put your pencil where the two lines cross and rotate your paper 90 degrees, the resulting figure is the same as the original one.
