Some hosting providers like GoDaddy create multiple .htaccess files so it's important to ensure there is only one .htaccess under wp-includes folder with the right permissions as you showed and with no garbage code like the one you removed

Hi Sir I have tried and follow the steps on the video but still once I click the add button on plugins it says "Error 404". Thank you in advance
Check if .htaccess file is showing weird characters
I think this will help someone, I found another .htaccess in /wp-admin folder which is corrupted, I was checking the one in the root folder which has wasted about 50hrs of my life going back and forth, I copied the default .htaccess from the Wordpress website to replaced the content and wow, everything is now working again.

Tried this method but it led to 403 error on plugins install page instead of 404.

@@WebSensePro Apparently, my website was hit by a hacker, which caused ALL 30 of my websites to be screwed up. I had to manually search through thousands of files to delete injected code and created files. I don't know why WordPress can't secure their core code more. When I write code, NOONE hacks into my custom-coded websites. Ever. But, EVERY SINGLE WordPress website I create gets spam and/or hacks.

WordPress require regular maintenance. Otherwise nothing can stop it from being hacked/attacked. We can help you with routine maintenance if you want.
@@WebSensePro Yea, not sure why WordPress was developed very vulnerable. NONE of my custom websites ever get hacked. NONE.
