the vikings and packers obviously have a rivalry. around this time, whenever vikings were playing on packers soil, green bay fans would stand outside where the vikings would come into the stadium and do that as a form of disrespect, more so in an aggressively taunting manner.
moss did that to just let green bay have a taste of their own medicine, while also being humorous.
