As in since we are using 15 minutes timeframe for the candles and we are selecting stocks on the basis of opening candle and OI Chain so does that mean we have to use this strategy as soon as the first candle is formed and that this strategy cannot be applied at a later time?

at 8:56 the OPEN,HIGH,LOW,CLOSE is literally wrong example for the explanation. You're explaining about the open candle but the price highlighted at 8:55 is literally an Bearish bar. But the content is literally GOOD.
There is huge mistake in your video. The OI data you are checking is of end of the day so every stock listed in the Moneycontrol filter would show smooth one side fall/rise. This filter mostly won't work in real time market so I advise all the viewer to keep this in mind if you want to trade using this strategy.

At what time of the day do you see this chart to take a call. Is it at 10am after you see some 3 15 min candles?
It depends on the timeframe you are viewing the charts on. For example, if you use 15 min timeframe, then you see the chart at 9:30 to take a call.
And at the same time we need to look at the money control data table whether the OI is increased ? @@PrateekSinghLearnApp

Exactly ideally the OI should be seen at 930 if we are looking to take trade on opening range breakout.
