It may have been that or simply kind of a design flaw regarding the final round system. The likelyhoods of double KO unplanned leading to final round are highly unlikely when not planned. As such it figures its true draw and thus next winner must be the victor. Complete draw game as well in a LOT of fighting games is un expected, as such like in NightWarriors if you draw completely, win goes to player 1 by default rather than calculating points. It would be really nice to see if we could test the theory of score being the calculating factor though because if they DID program it that deep, they truly are deeper thinking before their time over Capcom, and that is incredibly possible. SNK has been a company with a lot of deep thought into mechanics. Sadly that in it's self lead to a few bug situations, like interrupting some grapple attacks in Later KOF games with your own striker and leaving you there stuck thus. But those situations were kind of rare in themselves and SNK was some how pumping those games out, PLUS OTHERS, every flipping year with a yearly update. SNK has been an amazing company, and if not for the fact Street Fighter V is Street Fighter, the most recent KOF would be remaining much more relevant that the trash SFV has been with EVERY release and update. People claim KOF has no scene, when in actuality, KOF 14 has been going strong with events and play all year round even in the US. Not bad for a game that's been largely stepped back from because casual players found the movement system alone more than they can make the most out of. Real fun fight to watch, even if it does seem rather scripted.

The company preferred to represent Ryo in his AOF (young) look. Probably because it would be a much easier job for them. Even at the cost of messing the timeline logic. And after that, it's more than natural to decide to keep the same idea (distorted timeline) for Kof. We dont know how all AOF chars in KOF would work with older looks and a modified moveset (even if just a little bit). Whether or not the public would prefer to use the older versions instead, just for the sake of timeline logic. Im not against the idea of using their older versions in Kof personally, but i'm just pointing out that it was a valid concern for the devs at the time, the public's bad reception to older AOF chars. Now, only in the late 90s we found out that people actually liked to see old Ryo in Wild Ambition and old Terry in Garou. Ok, lesson learned. But that doesnt mean the idea didnt look risky in any way in the early 90s.
Anyways even with that Discovery i doubt Snk will ever change that area in future games. The closest thing to a "timeline correction" is expecting "old versions" of AOF chars in the form of alt. costumes, when Kof becomes modernized enough to have these cosmetic features like Sf games.
