I think it speaks volumes about the kind of person Penny is because there's so many wives out there who do not have a good relationship with their mother-in-laws. The fact that Penny wants to try to connect with Beverly goes to show how good of a wife she is to Leonard.
It's called being respectful and being matured. As that may affect your children growing up. This is also a gesture of how much you love the person as not only you love the person you would be with but also with their baggages both good and bad. This is also beneficial on hard times as your in laws could help or if something was to happen to you tragically they can take care of you or your kids. Broken family majority of them struggles more vs you having a support so you have more time to bond vs wasting all the effort trying to be so successful. They can also be your caretaker for pets or during your schooling.

Beverly was a cold intellectual, she was the opposite of Penny, they never had a good relationship, except for some short-lived moments like here. I can sympathize with her. The first time Leonard and Penny got married, it wasn't really a wedding, but more like a dare on Sheldon's part. And if she cares so much, she might be willing to pay for the small ceremony but make it a real wedding.
The thing about these people, brilliant geniuses that know too much to a fault, is that they operate on the most logical sense of any decision making. They'll easily make the hardest choicest any human has to make if the pros outweigh the cons. It doesn't mean they won't feel hurt about their decisions, and sometimes they may have a hard time expressing it, but they aren't immune to basic human emotions. Sometimes you just have to be very direct and upfront about things in order to get them to pay attention to the small things that makes life precious and memorable. Unless they're a sociopath.
