I like that penny is not depicted as hopelessly stupid. She was just ignorant. Over the course of the show she's slowly accumulated knowledge. Some by osmosis, some she actually sought out like her and Sheldon doing the flashcards, for her actually taking classes. When she was learning, and the jokes were flowing about it, it was clear that she just didn't know how to study. She didn't understand how to put the effort in to actually learn. Then at some point she actually becomes too smart for the types of people she add dated up to that point. It was very interesting character development.
Kaley did a marvellous job and her facial expressions and comedic timing are flawless. On the other side, Mayim (Blossom!!!) got the lines, that get me to laugh spontaneously, and she delivers them in an unmatched perfection, keeping a straight face during the most absurd implications.
The thing is that Penny is pretty smart, but she's uneducated due to not liking to study or learn proper study techniques. She acted stupid because she knows she's pretty and could take advantage of that. If she had had a teacher that could have taught her well she would definitely have a degree. She learned a lot from the guys and snapped up lots of things from them. But she was also the sweet one, having her friends backs and supporting them. She was also the only one that could put Sheldon in his place when he went too far and he respected her for that.
