I mean, let’s see… Generations 2 needs: Past stages Boost formula Classic Sonic Improved story (more dynamic cutscenes) Pretty wide levels Playable Shadow And Forces has: Past stages (Green Hill, Chemical Plant and Death Egg) Boost formula (albeit inferior to Generations) Classic Sonic (to tie into Mania) Improved story (has serious story and dynamic cutscenes) Pretty wide levels (Null Space Metropolis and most of Classic’s levels) Playable Shadow (cuz of Episode Shadow to appeal to Adventure fans) So according to the list, Forces is the TRUE Generations 2.

And Forces is still close to it being a successor, so maybe Sonic Generations 1,25?
