Also, called the bimalleolar Axis test.

What is the normal result in degrees to have that external tibial torsion?

Normal tibial torsion is 12-18 degrees. Anything beyond that is excessive external tibial torsion

We have 12-18* of lateral tibial torsion already in adults. If it is bigger than 18 it causes lateral tibial torsion which shows with "toe-out position" and if it less than 12, that causes internal tibial torsion. As known as "pigeon toes" which means toes look medially. Also medial tibial torsion can be caused by medial femoral torsion as well.

I have tibial torsion. I went to an orthopedic surgeon and he basically told me that I have flat feet, am bowlegged and have tibial torsion. He said I would have pain in my feet, ankles, legs and knees throughout my life.
Is there not a way to physically fix this via surgery? I can't even drive. When I reach my left foot over to hit the brake, I get this cramp in my left hip and upper leg. Why would he have denied surgery? He sent me to physical therapy for a month to a month and a half. She's trying, but seems unsure that it will do that much for me.

There is a way to fix this via surgery, but it is a very nasty surgery that will involve a lot of downtime.
      Look up high tibial osteotomy.
Orthotics would help with flat feet a lot, and might change the angle that your feet sit at, which is good news.
I also have this condition. I'm 36 and have problems with my legs already due to it. I should have had HTO or casting one when i was much younger.

I'm 35. He told me, "Save your money!" and basically said that it wasn't worth doing surgery for. So I'm just dealing with it. I find that I walk better and more normal when I'm not as tired and get really good rest, but on top of that, I have recently found out that I have a form of sleep apnea.
I wish I would have had it when I was younger. I have done a lot of research since I posted the first message. Apparently if they don't wrap the back of the knee properly after surgery (if it is wrapped too tightly), it can damage the nerve and you might lose feeling in your leg. The surgery transfers the pressure from the outside of the knee to the inside, and at the same time, I understand that it kind of loosens the pressure on the tendon on the inside part of the knee. So either way whether you get it fixed or not, you could end up needing knee surgery.
I went to a couple of months of physical therapy and they taught me basically a lot of ankle, foot and leg exercises to strengthen those areas and help my walking. It does help a lot, but it might take a few months to see notable improvement.

Search the video "How To FIX Tibial External Rotation" on youtube by GuerrillaZen Fitness. You might not need surgery.

leith, that helps if you have a limited amount of deformation of the bones.
I am 36 and have been living with it since birth. My knees are mostly trashed from just walking, and now one hip feels like it's worn out significantly
Physical therapy will try to retrain the muscles, but you will end up with another bad wear pattern on the cartilage. I did 2 rounds of physical therapy and just ended up shifting the wear pattern.
PS, i was wrong about the surgery for tibial torsion. HTO corrects medial/lateral misalignment of the leg, but lower distal osteotomy is the surgery that corrects a horizontally rotated bone.
