Setting up a Baseline Grid in InDesign

I follow absolutely every step. Apart from us not having the same margin set up at the start.
When I go to add my guides again for the second time they still don't match up. What am I missing?

I tried this with A3 different margin and different margin settings because I want to make a poster. But then the lines no longer come together.
