You never asked how much the volunteers get paid and why do they do it but also, why did they not use their own Constables who are sat around doing nothing because they are certainly not out on the streets patrolling.
Volunteers are exactly that, they volunteer as special constables to get their foot in the door for paid jobs in the future, that’s why a lot of people do it, because it’s hard to get a job with the police without first giving them something, it’s like a gang initiation
Having been a special, although I can't speak for all forces, ours really didn't give preference to those applying (for regular officer role) no matter how qualified they were. I saw new officers who had been specials for 5+ years, have to be on a leash with their tutor 24/7 and less access to tools/equipment than they did in their special role which is mental really. For me personally it was just something to try out, though when I left they had started doing VPCSO which are nothing like volunteer PCSO's that the name suggests, but then it was a trial for our constabulary, so maybe it's changed. As for sitting around doing nothing. I agree, it was frustrating for me as a special as I required a regular officer to 'keep me safe', I couldn't patrol my local town/city on my own despite very much wanting to. I was lucky to have a very pro-active team when it came to this, but even then getting more than 2 days a week on the streets was a challenge, but in fairness to them, paperwork is massive these days. It'll only get worse with more court decisions and lawyers making everyone's lives more difficult and complicated.
