The fact that it has an end is why the skill ceiling for scoring is so high. You have 200 oppies before the game ends, so you need to be ruthlessly efficient with them and take risks that you would never consider if it was endless.
It's partly because every game in the collection needs to give the player a gold or cherry disk for clearing/mastering it, so the game can have meta progression and encourage players to go for 100%. As oneiroclast said, though, it also gives the game a higher ceiling.
