They might have tried to add this once you get to Hebeth in Mars Core but removed it since you’re thrown so quickly into combat. The only levels with a lot of downtime are Exultia, Sentinel Prime, Tara’s Nabad, and Urdak. All of those have their own ambient tracks and this one was probably meant for a more spread out Hebeth stage

If they fleshed out Hebeth as an actual level, this would've been a nice opening part where Samuel explains the city and how the Sentinels colonized Earth and Mars.

Some time ago, Mick Gordon, the composer of the Doom Eternal soundtrack, published a testament with many details about the production of the music and its relationship with ID software, to summarize, Much of the music that he composed was not paid for by the studio according to Mick, perhaps that is why so little appears in the final cut of the game, personally I have played the game 3 times and I remember that When you got to Mars after making the crater with the BFG10k this theme played, then in my next games it stopped playing in that instance but the music was still there, only in other clashes.

I have a feeling they compromised some bits of platforming in Mars core and they kept this ambience for the platforming.

It has a touch of foreshadowing of Doom E1M8 to it - the Doom 3 opening music has always been one of my favourites as well.
