To possibly answer the migration issue, as a puppet of Siam which has closed borders itself you are really only able to pull migrants from your customs union which is basically useless since Siam is closed.

In 9:47, it says that your country is not eligible as a mass migration target because your split state has less than 20 arable land in total.
You can actually get mass migrations in Laos, but only if you own the whole state. It is also not necessary to enact multiculturism or separation of state and church, because the mass migration mechanic doesn't look at that.
