I found a NPC on a mountain (right above rank rewards), it's called Wise Blind Toad and he says "Ribbit.. Ribbit... is anyone there? Can you bring me some food? I'll give you a special power!" does anyone know what this gives or what you have to give to him because when I click here you go, gramps it says I don't meet the requirements.
