Drum's God Power makes up a good fragment of God's actual power, it would be a lot weaker if someone weaker than Drum was using it, and in either case Bird is around as strong as God anyway.

Ryuga was assimilated into Sakyo, which is how Sakyo was born. Sakyo was erased however, so Ryuga is permanently gone.
