What's strange about that? The Nintendo DS has 16 hardware PCM digital audio channels (for comparison, the GBA had just 2) its game cards can range from 8 MB to 500 MB and the human voice can be conveniently compressed more than a full music soundtrack.

Check out Love Plus. It has Japanese Voice Acting for a DS game. Nothing to be surprised about.
