I've seen around in the comments section under videos that apparently the show decided that it would be more expensive to cover it up with make-up and stuff over time so instead they just wrote it into the show.

He got the bands tattooed on his arm without letting Jeff Davis or the show know beforehand. They had to invent a reason for Scott to have the tattoo so they wouldn't have to keep covering it up on the show. so they decided to give it a meaning , Scott tattooed that in the show as a reminder to not to talk to Allison , but later revealed to be the growth rings of the nemeton . as u may know . if u watched the whole series .
